Lockheed Bid Clarification

Greetings Brothers and Sisters,

This post is to clarify any confusion and/or any incorrect information that may have been given in regards to the bid process and how offers for promotions with either an acceptance or denial are processed.

Several areas of confusion stem from the HR Voice Process of the Bidding Cycle. In HR Voice, it asks during the process for a “Shift Preference”. While we might have a desired shift, per our current CBA, we are not guaranteed an offer for such shift.


Article 6, Section 9, “Priority of Filling Available Openings”

Available openings in a job classification, shall be filled by employees in the following categories in the order stated:

  1. Employees on the recall list

  2. Qualified voluntary downgrades with one (1) year of seniority with an active layoff notice. Where ability, skill and efficiency are substantially equal, preference shall be given to the most senior qualified employee;

  3. Employees eligible for promotions, then laterals, then downgrades as provided in Article 6, Section 8;

  4. New hires.

Article 6, Section 12, “Assignment of New Shift”

When the Company determines the need to change an employee or employees from one shift to another, the affected employee(s) will be given two (2) weeks of notice prior to the start of the new shift. When assigning an employee or employees to a new shift, the Company will, in the following order:

  1. Review active shift requests via the bid period

  2. Request for volunteers in the affected classification(s)

  3. Assign the new shift to the least senior employee(s) in the affected classifications(s).


During this process it does not guarantee your preferred shift you put in HR Voice when placing your bid. What this means is when you place a bid for promotion, you will be offer the next available opening. If that opening is on 2nd Shift and you decline the promotion you will be ineligible for that position for 1 year per our CBA.


Article 6, Section 8, A. Page 33.

“Employees who decline a position or decline an offer for training/testing prior to selection into the requested classification will be ineligible to re-bid for that classification for a period of one (1) calendar year.”


What this means, if you are offered 2nd Shift for a promotion into a classification you bid for, even if you placed the bid with only a 1st Shift shift preference in HR Voice, and you decline the offer because you cannot work 2nd Shift, you will be ineligible for promotion to that classification for 1 calendar year.

The only time you can Decline an offer without loosing your bid eligibility is if the offer was for the 3/12 weekend shift.


Article 11, Section 2, D.

No employee will be forced to work on a 3/12 weekend shift. When a program or work area determines the need to stand up a weekend shift, the openings will be filled as stated below:

  • Employees within the current work area who volunteer to work the weekend shift (if more volunteers are available than weekend shift positions, the opportunities will be availed in order of seniority)

  • Employees who have placed a bid for the weekend shift

  • New Hires


In Summary, again, if you are offered 2nd Shift for a promotion into a classification you bid for, even if you placed the bid with only a 1st Shift shift preference in HR Voice, and you decline the offer because you cannot work 2nd Shift, you will be ineligible for promotion to that classification for 1 calendar year.

We hope this helps to clear up any confusion with the bid process and how offers are handled with regards to the list.
